Examples of Work
Act as a liaison between the Base Civil Engineer and all resident/units at the base to include coordination with all civilian users and adjacent property owners.

Represents the base Base Civil Engineer at meetings and conferences and assumes responsibility in administrator's absence regarding Real Property issues.

Acts for Base Civil Engineer in real property acquisition, inventory and appropriate lease or deed clause compliance.

Is responsible for explaining and interpreting existing policies and methods pertaining to real property appraisals, consults with and make recommendations to other state agencies concerning the acquisition, disposal, or leasing of real property.

Develops and recommends program for acquisition of fee simple title, leasehold, easement, permit, land exchange, and license from both private owner and government agency in support of required mission.

Research and interprets legal documents, such as deeds abstract of title to determine ownership to support the legality of acquisitions.

Reviews and analyzes proffer of gift effecting coordination with the Base Judge Advocate before formal processing to obtain approval.

Assists in obtaining rights of entry and developing the legal document granting government use of land and/or facilities, is a non-voting member of the Facilities Board.

Defends land acquisition proposal, excessing action, change in use of facilities, facilities disposal, as well as any other action affecting the installation real estate holding to the Facilities Board.

Initiates environmental screening and ensures action is complete prior to acquisition or disposal.

Conducts continuous space use study to ensure full and efficient use of all building space.

Researches and analyzes the air base real property acquisition and inventory program (buildings and land) and related procedures and policies.

Develops project proposals for the purchase or lease of land (building sites, access roads, parking lots, aircraft parking ramps, taxiways, etc.); coordinates formal written agreements for joint use facilities such as roads, taxiways, runways, etc.

Conducts survey of facilities out-granted to tenant organization and private concern to determine that condition and terms under which the out-grant was executed are being complied with and where discrepancies are found, ensure corrective action is taken.

Conducts survey of installation boundary to ensure that encroachment act has not occurred. Prepares and processes Declaration of Excess and/or proposed facility disposal action or real estate action including land or buildings.

Coordinate special programs and projects (Airport Joint-Use Agreement, Host Tenant Support Agreement, License and Lease Renewal Actions); prepares annual memos of Understanding and coordinates with State Headquarters for compliance with state and federal regulations, identify priorities and develops programs and procedures, writes directives and guidelines, provides technical advice and makes recommendations.

Provides Real Property assistance (as required) to Tenant Activities either co-located or geographically separated units (GSU's) in all Real Property functions described above to properly manage the Tenant's Real Property Program.

Ensures Host Tenant Support Agreement, Inter-Service Support Agreements, and Airport Joint Use Agreement and required Facility and Land Information is accurate. Reviews and update prior to renewal or when major change had occurred. Responsible for keeping real estate lease and license date current and accurate.

Ensures that records on tenant facilities are current and accurate. Provides the host with applicable records and current information.

Works with host organization to provide information on construction and change in use, size, or capacity and provides the host with applicable information to ensure that records on tenant facilities are current and accurate.

Manages the business functions of the Real Property Office (provides real property statistics and recommendations concerning the utilization and development of real property.

May assist in preparation and monitors budgets, establishes and maintains a quantitative monetary capital asset account.

Reviews programming documents, work orders, and contracts to ensure that any change affecting real property record is reflected.

Prepares and maintains an auditable real property account in accordance with pertinent directive.

Identifies, measures, and records new plant and system installed in facility.

Prepares Real Property Acceptance Documentation, DD Form 1354, Final Inspection Report, Real Property Installed Equipment listing, and all other documentation to support the transfer and acceptance of new construction alterations and additions to existing facility.

Assists in preparing and monitoring monthly Construction in Progress and building managers programs.

Ensures building managers annual training is accomplished and that local procedure is coordinated with appropriate work section.

Issues keys to building manager for new or renovated facilities and monitors request for additional keys.

Prepares local pamphlet, regulations, and operating instructions listing building
manager responsibilities
Qualifications / Requirements
Minimum Qualification Requirements: Bachelor's degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis.
Knowledge, Skills and Abilities
Knowledge of governmental organizations and administrative procedures; project management procedures; research and administrative survey and reporting techniques; the principles and practices of budgeting and accounting; personnel management practices; public relations principles and techniques; the inter-relationships among various operations and groups served; federal and State laws, regulations, and guidelines; legislative processes; advise and guide representatives of other agencies and government officials in solving problems; develop functional objectives, performance goals and criteria, and priorities; computerized business systems; general accounting systems.

Skill in operation and maintenance of computer equipment and other office machines; developing work and resource usage plans, initiating cost reduction measures, and implementing performance improvement actions; prioritizing/organizing work; data analysis and problem solving.

Ability to organize and present facts and opinions to exchange information and ideas and to effectively communicate in promoting agency needs, plans, and objectives; conduct research activities; summarize technical data and conclusions into reports; plan, organize, and control the work of others; apply management practices, theories, techniques, and methodologies to assigned responsibilities and leadership requirements; analyze data and draw conclusions; learn agency programs, functions, policies, procedures, processes, communications channels, and objectives related to assigned responsibilities; manage multiple assignments in accordance with defined work priorities and due dates; negotiate for personnel, financial and technology resources.
