Formulate and define system scope and objectives through research and fact-finding to develop or modify moderately complex information technology. Analyze and revise existing system logic difficulties and documentation. Identify areas of opportunities within the system for improved efficiencies, and optimization. Provide insight and guidance on new or modified Blue Cross business proposals. At Senior level, devise or modify procedures to solve complex problems considering computer equipment capacity and limitations, as well as, operating time for desired results. Prepare detailed specifications from which programs will be written. Function as a project leader when involved in large projects, and may assume some leadership duties.

Required Education: Bachelor's Degree in Computer Science, Engineering, or Business; or equivalent work experience (Two years' work experience is equivalent to one year college)

Required Experience:

Associate: three years' relevant experience, such as business or IT-related process specialist, analysis, systems, and/or support

Intermediate: One year as an Applications Systems Analyst - Associate or; one year of systems analysis, troubleshooting and problem resolution

Senior: One year as an Applications System Analyst - Intermediate or; Two years of systems analysis, trouble shooting and problem resolution

Knowledge & Abilities:


  • Broad configuration knowledge (Facets or other), as well as multiple application or project implementations

  • Relational database functions and query based tools, such as Sybase and SQL

  • Claims experience, to include HCFA/UB forms and EDI transactions

  • Desktop applications

  • MS Office Suite

  • Gathering, development, and/or analysis of business requirements; apply system rules to achieve desired outcomes

  • Creation and execution of system test life cycle

  • Work some weekend and/or evening hours during critical project phases or implementations

  • Work in a team setting or independently

  • Deal with changing priorities


Preferred qualifications:

  • A Bachelors degree in Computer Science or other relevant field of study

  • Configuration experience (Facets or other)

  • Project Management skills

  • Understanding of/experience in insurance and/or health industry(s)
