Job Duties:

This position will conduct investigations of sensitive workplace and ethical issues and assist with privacy issues and incidents, data governance, and compliance reviews.
  • Conduct interviews, collaborate with agency personnel and outside entities, and gather and analyze documents and data to ensure a thorough investigation;
  • Conduct risk assessments to prioritize risk and develop mitigation plans;
  • Develop, maintain, and train agency personnel on ethical conduct requirements;
  • Monitor the agency compliance program and conduct trend analysis to identify patterns and variations in staff performance;
  • Conduct legal research on complex areas of law involving confidentiality;
  • Provide input and implement process improvements based upon investigations, audit results, and ethics survey results;
  • Create best practices guides, policies, and procedures relating to internal investigations.
  • Assist with internal compliance reviews and monitoring activities;
  • Developing, maintaining, and training agency personnel on compliance monitoring processes and activities, data governance, and the release of confidential information;
  • Investigating and acting on matters related to compliance;
  • Conducting research and providing legal opinions relating to the effectiveness of agency compliance practices, data governance, and the release of confidential information.
Qualifications / Requirements
REQUIREMENTS: Three years of experience as an attorney practicing law and providing legal services such as preparing and trying cases, advising clients, and/or interpreting laws or administrative policies.

Legal Requirements: In accordance with Section 7-101, Nebraska Revised, Reissued Statutes of l943, incumbents in this class must be admitted to the Nebraska Bar.

Special Note: Candidates who have obtained a Juris Doctor degree but are not licensed to practice law in Nebraska may be considered for provisional employment for up to six months. Any such provisional employment must occur within or coincide with a probationary period in accordance with Title 273, Nebraska Administrative Code, Chapter 6. Licensure to practice law in the state of Nebraska must be obtained within the probationary period for continued employment. Such candidates may not perform those job duties that require a license to practice law until such proper licensure is obtained.

Preferred: Experience conducting investigations or audits; experience working in compliance, ethics, or privacy related programs; and experience interpreting and applying complex federal laws and regulations. Possession of Certified Compliance & Ethics Professional (CCEP) credential.

Knowledge, Skills and Abilities

Ability to: interpret and apply statutes, case law, decisions of court/administrative hearings, and administrative rules and policies on a variety of legal issues; effectively communicate and interact with legal associates, other government employees, and the public; work collaboratively with multiple parties; conduct legal research; formulate legal opinions and recommendations based on legal research; identify critical elements of legal questions or issues; and use a computer for word processing and research.
