Position Summary

The Chief, Clinical Affairs and Strategy Officer will be charged with leading the development of a high performing multi-specialty academic faculty practice group to serve the missions of the GW academic medical enterprise.

The leader will build an organization capable of measurably high operational performance to drive delivery of high-quality patient-centered care that will transform academic healthcare access in the nation's capital.

The leader will drive the organization to best-in-class operational performance and develop financial standards and performance for sustainability and expansion.

The leader will drive innovation in care delivery models, including implementation of interprofessional care teams, technology enabled care models, and expansion of services as driven by market opportunities.

The scope of activity of the medical enterprise will range from primary care services to quaternary complex care referral services with multiple service lines structures and centers, embedded in a clinical practice model that supports undergraduate and graduate medical education, allied health trainees, and clinical and translational research structures.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.

The Chief, Clinical Affairs and Strategy Officer will lead the clinical operations of the MFA throughout its expanding practice sites in the DMV. The strategy for expansion, innovation and development of systems and operations to ensure financial stability and growth will be directed by the incumbent.

Specifically, major areas of responsibility will include:

Organizational Performance Expectations

  • Demonstrate expertise in managing human, financial, and information resources strategically.
  • Assess existing clinical services and develop strategic initiatives and business plans that reflect the strategic priorities of the MFA.
  • Act as the key executive for leading and driving system value-based strategic initiatives.
  • Collaboratively develop recruitment plans for the MFA and GWUH. Recruits, contracts and retains top-tier physicians, including primary care and specialists, partnering with UHS to understand the unique needs and ensure strong alignment across the system.
  • Enhance the quality, access, safety and efficiency of patient services and increase patient satisfaction.
  • Establish performance expectations for the MFA providers for health care quality and access, clinical performance, utilization review and care management.
  • Deliver efficiency and effectiveness in the medical group through implementation of the standard management approach and investment models that can be measured by improved financial performance of all clinic sites.
  • Manage and refine the policies for the aggregate clinical compensation pool funding methodology.
  • Enhance employee engagement and foster a culture of collaboration and enthusiasm.
  • Build efficiencies and process improvement throughout the MFA. The leader will ensure efficient operations in all MFA departments and establish and implement systems to monitor organizational performance against goals and objectives including financial and clinical goals; and assure performance is continuously improved through the application of current quality improvement philosophies, tools, and techniques.
  • Provide executive leadership that assures decisions are made regarding operations and growth that reflect both mission/vision and sound business principles.
  • Support the CEO to assure that the MFA's Board are fully informed of the status of the MFA's operations and any developments that are of significant consequence - "no surprises."
  • Support CEO to assure that mechanisms are in place that provide for appropriate levels of Board involvement in the policy-making process.
  • Support the CEO to assure that mechanisms are in place that provide for appropriate levels of employee and physician involvement in the decision-making process.
  • Lead the MFA to achieve substantial positive financial results with a dedicated commitment to optimize revenues, maintain cost-effective operations, and provide continuous performance improvement while making appropriate investments in the infrastructure.
  • Assure compliance promulgating standards of performance and operations.
  • A proven track record in leading a multispecialty group to strong and consistent financial, quality, safety, and satisfaction (physician, staff, patient) performance in a competitive marketplace.
  • Executive leadership skills in all aspects of health care administration, including board relations, strategic planning, system integration, patient care, finance, service line development, physician relations, physician joint-venture development, information technology, human resources, government relations, public relations, marketing, vendor/payer contract negotiations, and managed care.
  • Current on health care trends, policies, and regulations, both locally and nationally.
  • Strong executive presence and public speaking skills. Socially adept. Outstanding written and verbal communications skills.
  • Delegate effectively while maintaining focus on strategy and goals.
  • Able to manage a complex organization with success measured in well-defined metrics.
  • Ensure compliance with institutional and external regulations.
  • Demonstrate a high sense of community interest and involvement.
  • Possess a strong sense of governance. Deep experience in successfully partnering with a board and an understanding of governance vs. management responsibilities.
  • Exhibit a passion for health care and for making a difference.
  • Demonstrate cultural sensitivity and a commitment to diversity.
Strategic Planning Tasks
  • Lead critical initiatives toward the achievement of the MFA's strategic objectives working to balance short term results with long term sustainability.
  • Develop operating plans, which establish clear goals and objectives to achieve established priorities, market share, and financial performance of the Practice Plan.
  • Accelerate clinical growth locally and regionally, expanding existing sites, creating new practices, acquiring practices, and where appropriate enter into new partnerships.
  • Expand primary and multi-disciplinary care in support of the GW School of Medicine and Health Sciences and its partner, GWUH/UHS.
  • Participate in the development of a clinical enterprise multi-year strategic plan and translate that into a business plan for the MFA.
  • Demonstrate system thinking and decision making that are in the best interests of the institution when navigating issues involving the school and/or the health system.
  • Strong knowledge and understanding of health care financing, strategy and operations, integration, joint ventures and community benefit.
Strategic Relationships
  • Build and enhance relationships to solidify the MFA as a leading multispecialty medical group.
  • Have strong experience leading people to accomplishing the organization's vision, mission, and goals. Inherent to this competency is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • Build coalitions internally and with other partners, stakeholders to include all government agencies, nonprofit and private sector organizations to achieve common goals.

  • Collaborate with UHS to build a stronger partnership and alignment.
  • Communicate, clarify, interpret, and operationalize the mission and values of the organization with all constituencies (MFA, GWUH, GW).
  • Promote an organization-wide awareness of and commitment to the MFA mission, vision, and values.
  • Continuously assess the climate of physician relations. Proactively engage physicians in communication and the development of creative partnerships.
  • Understanding of the organizational landscape and is able to anticipate and articulate the critical issues, opportunities, and threats in the foreseeable future.
  • Serve as a compelling representative of the MFA in public domains.
  • Exhibit the ability to build productive relationships with a wide variety of stakeholders.
  • Work effectively with external entities and individuals.
  • Demonstrate sensitivity to the culture, needs, and aspirations of the community.
Qualifications

Education
  • A Master's degree in Business, Healthcare Administration, or a related field is required.
  • A medical degree is optional.
Experience
  • A minimum of 15 years of experience in healthcare executive management and leadership in a high performing healthcare system or organization.
  • A minimum of 5 years of demonstrated accomplishments as a senior responsible executive of a large multispecialty group practice, service line, or academic clinical center, with a successful track record of financial, operational, and quality driven performance.
  • Prior experience in an academic practice setting or in an academic-affiliated, hospital-based administrative and operational role is highly desirable.
