Examples of Work
As the Program Evaluator you will work as part of a collaborative team to assure effective implementation and evaluation of program activities for heart disease, stroke, diabetes, physical activity, nutrition, and school health initiatives in Nebraska.

Job Duties
* Design, author, and lead the implementation of annual evaluation plans and reports designed to assess the quality, effectiveness, and efficiency of program interventions and progress toward program goals, objectives, and performance measures.

* Collaborate with the Program Epidemiologist to assure alignment of the epidemiology/surveillance, performance measures, and evaluation activities.

* Engage program staff in the evaluation processes to increase their capacity to conduct and/or assist with evaluation efforts and utilize evaluation findings.

* Determine the evaluation needs for program subrecipients and contractors and work with program staff to track the reach, impact, outcomes, and other evaluation measures .

* Develop reports, summaries, and infographics in a variety of formats to facilitate comprehension of evaluation procedures and results for internal and external audiences.

* Utilize evaluation findings to identify opportunities for program improvement, intervention gaps, and geographic areas or populations disproportionately affected by chronic diseases.

* Assist in the development of annual grant applications, budgets, work plans, and progress reports.

* Assist in the development, implementation, and monitoring of contracts and subawards to assure adherence to federal and state regulations.
Qualifications / Requirements
REQUIREMENTS: Masters degree in epidemiology, public health, biostatistics or other health care related field. Additional training and experience may be required such as the application of epidemiological principles and practices including surveillance, investigative techniques, implementation and control measures and evaluation measures, and system design and implementation.

PREFERRED: The most competitive candidates will have a master's degree in social or health sciences such as public health, public affairs, public administration, anthropology, sociology, or other closely related public health fields and a at least one year of experience in applied evaluation.
Knowledge, Skills and Abilities
Knowledge of the principles and practices of public health planning, implementation, and evaluation; the principles of grant writing, reporting, and grant administration;

Ability to maintain accurate and thorough records; design and conduct focus groups, key informant interviews, and surveys; design educational and informational materials, training aids, and presentations; prepare grant proposals; plan and lead meetings; interpret and apply federal grant requirements, agency rules, policies, and procedures; communicate effectively; prioritize and manage time; problem solve and make decisions; balance needs, requirements, and work load for multiple projects; be self-motivated and work independently with minimal supervision.
