SUMMARY

Bering Straits Global Innovations, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Construction Inspector to provide construction inspection services in the Upper Colorado Basin Region in New Mexico as well as subsequent projects in Albuquerque and the surrounding areas. Applicant must have experience including, but not limited to, inspecting daily on-site activities with an emphasis on civil and mechanical construction, maintaining and coordinating multiple construction schedules, reviewing daily inspection reports, reviewing contractor submittals and modification documentation, and monitoring construction contractors' compliance with drawings, specifications, and applicable safety standards in support of Bureau of Reclamation construction. The Construction Inspector will report to the Construction Manager. Anticipated salary range is $65,000 - $85,000/year based on experience.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Become familiar with all related contractual documents including construction plans, specifications, quantity estimates, and construction schedules during the construction process and check for compliance with Reclamation engineering standards and procedures.
  • Review product data submittals against the construction contract, project drawings, project specifications, and specific industry standards; and provide a response to the CCOR as to whether the submittals are acceptable, acceptable with comments, or not acceptable.
  • Review modifications including construction plans, specifications, quantity estimates, and government construction schedules during the construction process and check for compliance with Reclamation engineering standards and procedures. Comments will be provided in writing to Reclamation's CCOR.
  • Attend all construction-related meetings, as appropriate to the position, and document attendance, provide meeting notes, and document action items for Reclamation's CCOR.
  • Review technical documentation and reports provided to the Construction Contractor (CC) by Reclamation.
  • Report potential construction problems and aid the CCOR and COR to avoid contract delays.
  • Aid the CCOR and COR on resolutions for issues and questions resulting from inspection, quality control, material testing, safety, and technical consideration of contractor operations, methods, procedures, operated equipment, etc.
  • Aid the CCOR and COR regarding the CC technical documentation and correspondence.
  • Review CC's schedules and construction summary and voucher to verify and confirm work progress to the CCOR and COR. The Contractor will report any discrepancies to the CCOR and COR.
  • Aid the CCOR and COR regarding updates and questions about construction activities from project stakeholders, meeting coordination, outreach, or notifications.
  • Be on-site at all times CC is on-site up to 12 hours per day to observe and inspect the activities, process, and products of the CC to ensure compliance with plans and specifications. Occasional work on Saturdays may be required if PBRWS construction activities are going on.
  • Oversee quality control of CC's work and safety for the construction project and observe and inspect Contractor's work and/or task activities including confirmation of work performance, supplies, and materials installed; and that they meet the Government specification's standards.
  • Assist Reclamation field staff regarding quality assurance, quality control, and safety measures for ensuring construction is performed in accordance with contract specifications, drawings, the CC's safety and health plan, and the Reclamation Safety and Health Standards (RSHS).
  • Provide oversight on Contractor's implementation of their safety program. Contractor will attend the CC's weekly "toolbox" meetings. Contractor will document and record information related to all accidents and/or near misses that may occur during construction. Participate in conversations, discussions, and assist with the Government's investigations of any accidents and/or near misses. Contractor will document all safety concerns, accidents, near misses, and other related activities in the daily inspection report.
  • Communication with CC representatives, customers, the public, landowners, or Pueblo employees may be required, however the Contractor will not act as or imply that they are a representative of Reclamation or agent of the Federal Government. Appropriate referrals to a government representative may be required. All significant interactions will be handled respectfully and be documented in the daily report.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
  • Minimum 3 years experience in construction related to Water System projects with an emphasis on civil and mechanical activities.
  • Knowledge of engineering principles applicable to a wide range of duties sufficient to modify and adapt standard engineering practices to solve a variety of engineering problems as related to water supply, water treatment and water distribution systems, and to address the specialized circumstances/requirements for some project.
  • Must be proficient in understanding specifications, drawings, and other contract-related engineering documents.
  • Proficient in inspecting the work product and ensuring compliance with the specifications, drawings, and other contract-related engineering documents.
  • Knowledge of engineering concepts, principles, and practices with in-depth experience and knowledge of construction industry standards demonstrated by the ability to plan, manage, and monitor construction inspection activities and to identify and resolve complex and interrelated construction problems and issues.
  • Understands industry and Government best management practices for Diversion and Care of river/waterways/channels, and removal of water from construction excavations.
  • Understands industry and Government best management practices for removal of vegetation (trees, brushes, etc.) from construction areas.
  • Proficient with time management and facilitates adhering to schedules.
  • Presents a professional demeanor, attentive listener, proactive, works independently with little oversight, engage and actively participate in teams, proficient in communication of ideas, technical subjects, concerns, and ability to provide potential solutions.
  • Proficient in written and oral communication at a professional level and able to compose written documentation that is professional, thorough, clear, and precise that requires little to no correction. Proficient using MS Office with a focus on Word and Excel, Adobe Acrobat, email, etc.
  • Mental and physical ability to work the required hours, in ambient weather conditions, and mobilize around construction site.
  • Proactive and self-motivated. Performs in a professional, responsible manner. Works independently and as a team member and follows industry standards. Demonstrates proficiency on construction projects at managing time efficiently, working independently, and adhering to schedule (advises the CCOR, but does not direct the CC).

Knowledge, Skills, Abilities, and Other Characteristics
  • Proficient in OSHA and Reclamation Safety and Health Standards (RSHS) regulations and the differences between the two safety requirements (OSHA 30 Hours Construction Training and/or RSHS 32 Hours Training). Base CPR, First Aid, automated external defibrillator (AED), and Bloodborne Pathogens (BBP). Optional: OSHA Hazard Communication, Confined Space, Hearing Conservation, and Fall Protection & Prevention.
  • BSGI will provide training and certification as necessary.
Preferred
  • 30-hour OSHA Construction Training
  • USACE Construction Quality Management
  • 8-hour HAZWOPER Supervisor Training
  • Current First Aid/CPR
  • Proficient with earthwork activities such as excavating, stockpiling, hauling, placement, compaction, and Contractor's QC testing of earthen materials.
  • Proficient in concrete activities such as formwork, scaffolding, reinforcement, methods of placement and finishing, cold weather protection, curing, and documenting Contractor's QC testing of concrete placements. Must have experience with placement of Controlled Low Strength Materials (CLSM).
  • Understands industry and Government best management practices for heavy civil and mechanical construction activities.
  • Understands crane safety and use of preplanning for critical lifts.
  • BSGI will provide training and certification as necessary.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
WORK ENVIRONMENT

Job is performed in a field office setting with exposure to office elements such as computer screens, and will require extensive use of a computer, keyboard, mouse, and multi-line telephone system. Work will also require exposure to environmental and construction activities and hazards, such as airborne dust, heavy equipment, contaminated soils, inclement weather, and overall outdoor / field elements. Travel is required.

SUPERVISORY RESPONSIBILITIES
  • No Supervisory responsibilities.
