ECS is seeking talented professionals who love a challenge to join us in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is a cloud-hosted solution comprised of multiple Commercial Off the Shelf (COTS), software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet DHS requirements.

ECS seeks an experienced cyber leader and program manager to serve as the Deputy Program Manager, providing day-to-day oversight and leadership of CDM team operations including solution design, configuration, testing, release management, production operations, security engineering, and knowledge management services using Scaled Agile Framework (SAFe) and ITIL methodologies. The ideal candidate will operate as a "servant leader" to a team of over 200 individuals by proactively seeking ways to define and improve processes to align and optimize resources across functional areas. Specific duties include:
- Assist with the execution of Program Management duties and responsibilities as requested.
- Work with team leads to identify and implement systems engineering best practices and process improvements to fulfill program objectives, ensuring alignment to program values of transparency, inclusion, and continuous improvement.
- Work closely with the customer and the team to define and implement delivery frameworks and strategies aimed at fulfilling program objectives.
Required Skills: 8+ years of progressive and broad cybersecurity and program leadership experience including:
- Experience successfully starting and managing multiple high visibility, high impact IT/cybersecurity projects.
- Proven knowledge and experience managing projects supporting the Federal government.
- Demonstrated success managing cross-functional, matrixed engineering teams to effectively deliver IT solutions development in large and complex application environments.
- Demonstrated excellent project, program and portfolio management capabilities including the ability to lead evaluation of scope, staffing, risk, dependencies, communications, and quality.
- Experience managing the full System Development Life Cycle (SDLC) using Agile methodologies including Scrum and Kanban.
- Excellent communication and collaboration skills including customer and employee engagement.
- A demonstrated aptitude for complex problem solving and leading teams to success.
Desired Skills: Candidates will benefit from having these skills, experience and understanding:
- PMP Certification.
- CISSP Certification.
- SAFe Certification and experience, with experience as a Scrum Master.
- Experience in product release planning and management.
- Experience managing DHS Programs.
- Top Secret Clearance.
