Director of Budget and Resource Planning - School of Social Work

The School of Social Work at the University of Illinois is in search of a Director of Budget and Resource Planning who can partner in our mission to promote social justice and improve human well-being. The Director oversees the budget, finance, grants, and facilities functions for the School, which includes two research centers, and around 350 employees located across the state. They will use the IVCB budget model to develop budgets and financial projections for all fund types. In FY23 the School's tuition budget was $6.8 mil, and the School's overall expenditures were $29.6 mil. The Director plays a key role in strategic planning and hiring and collaborates on other data collection needs. The Director supervises an Expense Team, which handles travel, purchasing, contracts, account reconciliation and facilities. The Director also supervises the Grants Team, which submits an average of 50 proposals annually, totaling $20.5 mil. in direct costs. The School also holds self-supporting grants from the UI System's Office of Medicaid Innovation (OMI), which requires detailed quarterly billing and financial oversight. The Director also has their own portfolio of four Illinois Department of Children and Family Services (DCFS) grants with a total direct/indirect budget of over $20 mil. They also serve as a member of the School's core Leadership Team and the Provost Budget Officers Council. The Director works closely with the Director of Human Resources, co-located in the same office area.

Duties & Responsibilities

BUDGETING, PROJECTIONS, FINANCIAL OVERSIGHT AND LEADERSHIP

  • Serves as a member of the dean's leadership team, providing leadership, expertise, and advice in the management of the School's resources in the areas of budget, finance, grant administration, facilities management, and strategic planning.
  • Ensures compliance with University policies and procedures, and develops and implements School policies for strategic planning, financial management, and facility planning. Has primary responsibility for overseeing audits of the School and its programs.
  • Interacts with Campus and University leaders as a representative of the School and represents the School on standing and selected ad-hoc committees, including the Provost's Budget Officer's Council.
  • Oversees the coordination of School crisis management and the annual update of the Building Emergency Action Plan for campus review, approval, and dissemination as required.
  • Prepares budget projections using the IVCB budget model, for use in the annual report to the Provost, meetings with the Dean, ad-hoc reports, faculty meetings, and any other venue required.
  • Prepares financial projections for academic degree programs, working with the Campus Budget Office, CITL, and internal units on enrollment, revenue, and expense projections, and prepares fiscal information for accreditation and re-accreditation of academic degree programs.
  • Oversees the School's business and financial operations to ensure the optimum use of financial resources, analyzing expenditures and utilization of other resources to evaluate the effectiveness of the overall operation.
  • Confers on strategic planning and oversees the annual collection and reporting of metrics data.
  • With the Director of Human Resources and the Dean, prepares the annual Hiring Plan.
  • Works closely with the School's Advancement office, and the University of Illinois Foundation to ensure gift and endowment funds are expended according to donor intent and fund agreements. Collaborates with Academic Affairs and Advancement in establishing award processing and timelines. Consults with the Dean to recommend faculty start-up and retention packages.
  • Distributes ICR annually to faculty and research centers.
  • Serves as Unit Security Contact.
GRANT AND CONTRACT ADMINISTRATION
  • Serves as the grant manager for about $20 mil in Department of Children and Family Services grants. Duties include proposal coordination, budget development, subaward processing and reimbursements, amendments, tracking expenses and their allowability, and fund closeout. Represents the School in meetings with state funders on these projects, including consideration of financial and programmatic implications of program adjustments.
PERSONNEL MANAGEMENT
  • Provides daily supervision of the School's Expense and Grants Team personnel, who provide, accounting, purchasing, reimbursement, contract and facilities services for the School, as well as pre and post-award support for all grants.
Minimum Qualifications

Bachelor's degree in business or related field. At least five years of leadership experience managing finance and administration at the University of Illinois at Urbana-Champaign.

Preferred Qualifications

Master's degree.

Knowledge, Skills and Abilities

Extensive knowledge of the Banner system and campus financial policies. Excellent communication, problem-solving, and negotiating skills.

Appointment Information

This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the job posting closes. The minimum of the salary range for this position is $125,000. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity. Sponsorship for work authorization is not available for this position.
