Job Description
Reporting to the Chief Procurement Officer, the Director of Procurement and Fleet Management develops strategic procurement relationships and manages supplier relationships to ensure quality and efficiency. Acts as key partner with Business Development, Maintenance and Operations to ensure procurement and fleet management fully support the operational needs and requirements of all areas of the business. Identifies, qualifies and selects suppliers and oversees the strategic sourcing process for major spend categories.
Key Responsibilities:

  • Responsible for MV's new and used vehicle acquisition, ranging from passenger vehicles through full-size coaches. Develops and maintains relationships with key strategic vehicle manufacturers and dealers. Reviews client specifications, obtains proposal from competing suppliers, negotiates terms (price, delivery, payment, etc.) and prepares recommendation. Working jointly with Finance, prepares lease versus buy analysis. Oversee and manage order lifecycle, from proposal through payment/title/registration. Vehicle documentation, including title management. Maintain knowledge of OE product lifecycles, including emerging technologies such as electrification.
  • Manages MV's fuel program - gasoline, diesel, propane and CNG - including bulk, mobile and retail fueling. Secures and negotiates proposals for new tank builds. Manages day-to-day operational issues with MV's fuel partner(s). Negotiates terms and conditions for all key supply deals.
  • Responsible for the management of MV's fleet of 11,000 vehicles, including vehicle life cycle (acquisition, disposition and transfers) through Company's fleet management system. Develop and monitor controls and processes for optimal fleet utilization. Manage vehicle documentation including title management.
  • As a partner to MV's Business Development organization, leverages supplier relationships to obtain competitive pricing and availability for new business opportunities. This also includes locating diverse business partners, as required by the client RFP.
  • Strategic sourcing and category management for several key categories, including GPS technology, fluids, title management and OE volume agreements.

Knowledge, Skills and Abilities:
  • Industry experience, preferably having established relationships with relevant OE suppliers. Experience in a vehicle manufacturing environment is considered a plus.
  • Demonstrated success directing supplier selection activities including RFP's, legal agreements, performance monitoring and all other aspects of supplier management.
  • Strong financial acumen and experience with common continuous improvement tools - Six Sigma/Lean Operations Experience as plus.
  • Experience measuring and tracking savings and seeks opportunities to manage off-contract spend
  • Demonstrated strong analytical skills and decision making ability. Ensure detailed documentation is developed, approved and retained to provide an audit trail of the decisions made and methods used to award business to suppliers
  • Ability to conduct effective negotiations and manage complex transactions involving suppliers, customers and all levels of management.
  • Demonstrated knowledge and ability to perform financial analysis; applies tools and processes to successfully develop and implement supplier arrangements and improve processes.
  • Demonstrates excellent influencing skills. Proven ability to effectively partner with diverse groups with different needs and agendas.
  • Supply chain management experience with center-led procurement model.
  • Demonstrated leadership skills with ability to successfully interact with all levels of the organization; works independently and maintains effective time management skills.
Education and Experience
  • BA in Business Administration, Finance or Engineering.
  • Minimum five (5) years of experience as Director or Senior Manager of Supply Chain, Procurement or related function.
  • Minimum five (5) years of experience in transportation, vehicle manufacturing or transportation-related field.
