What you will do as a Division Contract Specialist:

-Manage division contract portfolios for provider agreements, and for goods and services to ensure timely completion of contracts, amendments, renewals, transition planning, and other administrative activities; and develop reports and summaries of these for leadership.

-Assist division employees in drafting provider agreements, service contracts, and other related documents, and ensuring they meet DHHS Procurement and Contracts Administration Policies and Procedures.

-Manage invoicing process for provider agreements and service contracts to ensure providers and vendors are paid timely and accurately.

-Provide leadership, advice, training and support to staff within their assigned division on provider agreements and contract
Qualifications / Requirements
REQUIREMENTS: Bachelor's degree in business or public administration, social/behavioral sciences, health sciences, public health, education, law or related field. OR Experience in the development of operational policies and procedures, performing quality assurance analysis/evaluation of programs; grant writing, contract management, or leading community based health/social care groups. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for year basis.

PREFERRED: Experience in program planning, implementation, monitoring, evaluating program functions and budgets, and working with administrators, management, and staff in training development and implementation. Working knowledge of JD Edwards or similar integrated ERP system. Experience with public sector contract, procurement, or purchasing experience - federal, state, or local. Experience with planning, developing, and drafting/managing contracts.

OTHER: Hybrid in-office and remote work schedule possible after successful completion of original probation - generally after the first six months of employment.
Knowledge, Skills and Abilities
Regular, dependable attendance is an essential function of this position.

Knowledge and proper execution of the State's policies and procedures. Knowledge of basic accounting; good procurement practices; ability to read and understand state statutes, rules and regulations, and standard operating procedures, and apply as applicable. Ability to investigate, analyze, and document information to draw conclusions and solve problems.

Communication/Language Skills: Possess and demonstrate effective oral, written and listening skills. Ability to read, analyze, and interpret various documents as well as the ability to train others in performing duties and tasks.

Computer Skills: Knowledge of computer systems including, but not limited to time and attendance system, information systems, financial and purchasing systems, and policies/regulations. Ability to use the following programs: MS Word and Excel, and other purchasing specific software programs.
