Under administrative direction, reviews budgets, contracts, and grants for Nebraska State Patrol federally funded projects.

Examples of Work
Plans and participates in the grant management process for the NCHIP, NARIP, and SOR grants. This includes assisting in the application of funds, monitoring the grants after they are awarded, preparing any proposed necessary adjustments or modifications to the existing award, and ongoing budgeting of funds in accordance with specific programs and projects. Acts as a technical subject matter expert to assist other agency staff in the use of the funds and managing the grants. Reviews federal guidelines, rules, regulations, and requirements to ensure that the Agency is in compliance. Ensures that all required contractual documents, certifications, and reports are prepared and meet required guidelines. Monitors all grant deadlines to ensure timelines are met. Participates in audits related to the specific grants under their purview and makes suggestions for improvements and corrections. Assists Agency staff in writing and preparing periodic performance and progress reports that are required to be submitted. Works with grant providers and subrecipients to ensure proper reimbursements and payments occur in a timely and accurate fashion. Participates in subrecipient site reviews to ensure compliance with regulations and requirements of the grant. Audits financial and performance reports of subrecipients to ensure compliance. Participates in the set-up and maintenance of information for each new grant award in the Agency's Grants Management System. Acts as a subject-matter-expert for the Agency's Grant Management System. Prepares ongoing financial reports related to prescribed grant projects, including tracking the overall grant budget by subcategories to drill down to specific projects. This includes monitoring these project subcategories as to progress and financial position and making recommendations to project managers regarding their status. Communicates effectively with project managers of each grant.
Qualifications / Requirements
REQUIREMENTS: Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, OR a related fiscal field, and four years experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work. Additional years of experience in the areas listed may substitute for the required education, on a year-for-year basis. Resumes will not be accepted as a substitute to your applicant information. PREFERRED: Certified Public Accountant (CPA) or Masters' degree in accounting or finance; special certifications (i.e. Management Certificate, Grant Administration, etc.)

OTHER: Regular and reliable attendance is expected. Valid driver's license is required or ability to provide independent authorized transportation. If selected for this position, you must meet the U.S. Citizenship & Immigration Services employment eligibility requirement by completing an EEV (I-9) Form. The agency does not sponsor H1-B Visa's. Applicants will be screened for a record of criminal activity and criminal history using a fingerprint-based check, and before a final offer of employment is made. Applicants must be free of felony convictions. Applicants cannot maintain a continuous association or dealings with persons, groups, or organizations that they know, or should know, are persons or groups or organizations under criminal investigation or indictment, or who have a reputation for present, ongoing involvement in felonious or criminal behavior. Applicant must successfully complete an extensive background screening prior to being employed, which includes completion of a Personal History Questionnaire. Selection process will include an interview.

KNOWLEDGE OF: grants and contracts processing and monitoring; accounting principles, practices, methods, and procedures; budgeting procedures; computer capabilities and applications; state and federal statutes and legislation regarding aid administration; agency and state fiscal policies; the State Accounting System.
ABILITY TO: work under pressure; to meet deadlines; analyze financial transactions; work independently, with little supervision; work effectively with staff in other divisions and agencies; complete accurate reports.
SKILL IN: quantitative and analytical review; planning and organizing; decision-making; effective communication.
