The University of Iowa Health Care department of Food & Nutrition Services is seeking a HR Manager. The Human Resource Manager directs the administrative and operational human resource functions for all divisions within Food and Nutrition Services. Implement programs designed to provide a safe and inclusive work environment. Assures compliance with applicable laws, regulations, and polices. Enhances the operations of UIHC Human Resources by providing complex advice and direct support to the leadership and staff. They will be responsible for recruiting and maintaining a diverse workforce while welcoming all staff in the Department of Food and Nutrition. This individual will serve as a liaison between the department and Health Care Human Resources and make high-level independent decisions regarding Human Resource activities.

  • Proactively seeks to understand strategic plans and acts as a resource/partner to meet the human resource needs of the department
  • Develop and implement new programs for department as needed
  • Build strong business relationships with departments and leverage knowledge of key business drivers to advise leadership and ensure best practices
  • Provides strategic and administrative direction for all functional areas of Human Resources including employee relations, labor relations, compensation, recruiting and organizational development
  • Provides direction to leadership and staff regarding broad range of human resource topics which require the application of judgement in the analysis of human resource and operational relationships
  • Develop departmental strategies to address staffing levels, workforce planning and leadership development
  • Proactively obtains, interprets and presents metrics and analysis (performance, attrition, hiring, vacancy, employee engagement, and other data) to business leaders to influence decisions. Identifies trends within designated group, formulates and executes action plans to address issues through proactive training, turnover and retention strategies, career development and other methods
  • Partner with key stakeholders to implement programs designed to recruit, retain and engage employees
  • Review data identifying barriers to attracting qualified candidates and developing strategies to overcome barriers
  • Collaborate with department leadership to address recruitment and hiring plans that impact operations
  • Participate in recruitments as necessary
  • Hire, develop and manage the performance of staff; assure staff are compliant with UI policies and procedures
  • Manages information and communication of changes in HR and administrative policies and procedures
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings
  • Makes high-level independent decisions regarding human resources activities
  • Oversight, review, and coordination of departmental Human Resource policies and procedures
  • Investigates, interprets, and implements human resource policies and procedures
  • Reviews, edits and approves HR transactions; provide guidance and oversight to department HR staff on HR transactions and metrics
  • Serves as liaison between department and Health Care Human Resources regarding benefits and leave programs as related to: workers compensation, disability leave, leave of absence requests, FMLA, ADA accommodation requests and other leaves (both medical and non-medical)
  • Develops and implements strategies to improve employee engagement
  • Collaborate with department leadership to address recruitment and time-to-hire issues which impact operations
  • Advises and provides recommendations to department on classification placements/reviews, new hire salary recommendations, equity reviews, etc.
  • Advise department(s) on initial decisions or recommendations for hiring salaries within guidelines and make recommendations on salary equity issues to departmental/collegiate/divisional leadership
  • Coaches and consults with supervisors and appropriate HR staff to make recommendations on difficult performance issues and develops manager/ supervisor skills to address performance issues
  • Prepares employees for assignments by establishing and conducting orientation and training programs
  • Strives to educate and drive consistency in application and interpretation of performance management systems. Develop, implement and support programs that are designed to enhance employee and labor relations.
  • Ability to influence and persuade others using tact and professionalism

Education Requirements
  • A Bachelor's degree in Human Resources Management or related field, or an equivalent combination of education and experience
Experience Requirements

• 3- 5 years progressive human resources experience leading and managing a full range of human resources responsibilities and functions.

• Knowledge of current human resource principles, practices and processes and current federal and state laws, statues, regulations, and policies pertaining to human resources.

• Demonstrated ability to foster a positive work culture.

• Demonstrated commitment to providing a welcoming work environment and ability to work effectively and collaboratively within a multi- disciplinary team.

• Excellent interpersonal and relationship building skills with the ability to communicate effectively (verbally and written) at all levels of the organization.

• Proficiency in computer software applications and office support tools available (e.g., MS Office, email, presentation software and spreadsheets).

Desirable Qualifications

• Master's degree in Business Administration or related field.

• PHR, SPHR or SHRM HR professional education and/or certification.

• Experience working in an academic medical setting or hospital.

• Experience conducting investigations and recommending corrective/disciplinary actions.

• Work experience in a setting with a large number of employees and complexity (union environment).
