About this opportunity:
The Inspection Manager oversees the collection, reviewing, recording, and analysis of information and data specific to existing fixed equipment, boilers, piping, above ground storage tanks, relief valves, and other pressure boundary assets within the refinery, terminals, tank farms, and pipeline controlled by the same. The Inspection Manager is depended upon to coordinate the integrity of these assets with all other refinery departments (Maintenance, Operations, Engineering, Marketing, Administration, etc.).

Responsibilities:
  • Maintain the mechanical integrity of fixed equipment within the refinery, terminal, tank farm, and pipeline by implementing the refinery-wide inspection/integrity program, including all Safety Critical Equipment (SCE).
  • Develop and maintain mechanical integrity procedures, inspection test plans, and guidelines for the inspection of all fixed equipment, piping, above ground storage tanks and pipeline assets.
  • Communicate the integrity and condition of all assets under the scope and responsibility of the inspection/integrity department with operations and maintenance groups.
  • Review repair requests (RR's), document and catalog repairs completed, and review repair plans submitted by contract personnel.
  • Interact with turnaround contract repair companies and oversee and direct turnaround contract inspection groups.
  • Set standards and auditing procedures for positive material identification, welding, non-destructive examination (NDE), heat treatment, and other quality control documents for repairs of existing equipment and proposed new construction.
  • Provide oversight and direction to staff inspectors, technicians, and contract inspection services within the Inspection/Integrity Department.
  • Ensure equipment reporting is completed and updated as required.
  • Ensure compliance with Federal, State, and local laws and with RAGAGEP and Industry Codes and Standards.
  • Support QA/QC for procurement of materials, manufacturers, and vendors.
  • Develop and support programs that advance the inspection/integrity program to 'Best-in-Class', such as PCMS, RBI, FFS, etc.
  • Ensure Reliability and Integrity KPI's and corporate metrics are kept current and reported.
  • Keep apprised of industry knowledge in inspection/integrity via membership and participation in industry groups such as API, AFPM, NB, AMPP, etc.
  • Ensure refinery equipment Inspection Test Plans are reviewed, kept current, and revised as needed.
  • Ensure staff inspectors, technicians, and support personnel receive and maintain adequate and proper training and education.
  • Provide support as needed to the Technical Services Manager
Deliverables
  • Manage, align, and develop the inspection/integrity strategy to Best in Class.
  • Create, maintain, and update the refinery, terminal, tank farm, and pipeline Quality Assurance and Quality Control (QA/QC) program and manual.
  • Create, maintain, and update the refinery, terminal, tank farm, and pipeline Relief Valve Quality Assurance and Quality Control program and manual.
  • Create, maintain, and update the refinery Special Emphasis Programs.
  • Review summary reports from unit inspectors regarding pressure vessels, boilers, piping, above ground storage tanks, and other pressure equipment within refinery, terminal, tank farm, and pipeline.
  • Review Quality Control documents for contract inspection, contract repair companies, and new construction companies completing work on assets located at the refinery, terminal, tank farm, and/or pipeline.
  • Create, maintain, and update the annual budgets for Integrity department and TA Integrity budgets.
  • Provide support as needed for Refinery Maintenance Planning and Scheduling and TA Planning and Scheduling.
  • Provide support to refinery capital projects, as required.
Qualifications :
  • Legally eligible to work in the United States
  • A Bachelor of Science degree in Engineering is an asset.
  • Minimum of 10 years' experience in integrity and inspection in the refining industry
  • Minimum 2-5 years of leadership experience
  • Certifications in API 570, API 653 and API 510 is required
  • Certification in API 571 is an asset
  • National Board Inspection Code Relief Valve Certificate is an asset
  • Experience in MS Office applications, SAP, PCMS and other business enterprise software is required.
