We are seeking an experienced Offshore Permitting Manager to lead the growth of our comprehensive offshore permitting services.

This position could be located from any of our DNV markets in New York, New York; Mahwah, NJ; Yonkers, NY; Troy, NY; Rochester, NY; Boston (Medford), MA; North Andover, MA; Philadelphia, PA; Middletown, CT; Rocky Hill, CT; or fully remote in greater NY area

What we do

Our Customers are working to develop a significant pipeline of offshore wind projects. We partner with them to understand the technical risks, guide project siting, conduct environmental studies and stakeholder outreach, file for required permits, and coordinate with agencies in order to advance the widescale deployment of renewable energy. At DNV, we offer a full suite of services to support offshore wind developers, regardless of where they are in the process of bringing a project to fruition.

Our Customers can choose any number of consultancies to grow their offshore pipelines. However, our Environmental and Permitting services team strives to develop long-term partnerships, acting as their trusted advisor from the earliest feasibility activities through construction. Our Customers are at the forefront of the energy transition. Our team is nimble, highly experienced, and driven by our mission to ensure renewable energy projects are safely and sustainably sited, permitted, and operated.

How You Will Contribute

  • Leverage experience with BOEM federal and state permitting processes for offshore wind energy projects and facilities, to champion permitting efforts for DNV's clients, including permit application preparation, authoring Site Assessment Plans (SAP), Construction and Operations Plans (COP), and Environmental Impact Statements (EIS), and providing management of wildlife and technical studies
  • Lead stakeholder engagement activities, including attending agency and municipality meetings, open houses, and stakeholder engagement sessions (virtual and in-person); collecting and responding to agency and public comments; coordinating with state and federal resource agencies (BOEM, NOAA, USACE, state BUPs, etc.)
  • Project management- scheduling, budgeting, and review of work product
  • Proactively seek out practical and realistic business development opportunities in the offshore wind market, and prepare or coordinate proposals and bids
  • Engage in facilitating innovative and new service offerings to anticipate/meet market needs, including offering technical presentations, participating in industry workshops and conferences
  • Support the mission and vision, have some fun while you do it, and make new friends!
Position Qualifications

What is Required

  • Bachelor's degree in a relevant field- land use planning, environmental planning, environmental science/engineering, or other environmental law/policy
  • A minimum of 4 years of relevant experience in energy project siting and permitting, including at least 3 years of experience writing environmental permit applications for offshore wind energy projects or offshore infrastructure
  • Advanced knowledge of environmental assessment regulatory frameworks for offshore wind
  • Comprehensive understanding of US wind energy markets
  • Demonstrated skills in project coordination, agency consultation, and environmental review; and able to establish and maintain good relations with clients and peers
  • Team oriented professional with a strong attention to detail
  • Strong written and verbal English communication skills
  • We conduct pre-employment drug and background screening
What is Preferred
  • Master's degree in a relevant field- land use planning, environmental planning, environmental science/engineering, or environmental law/policy
  • Experience leading winning proposal efforts for customers in the energy industry
  • Capable of travelling to projects in development, construction, and operation. Sites in varying locations (10%-20% annual time, post-COVID)
