The Regional Vice President, PACE Operations, oversees and manages the operation and financial performance of the VOANS/Senior CommUnity Care (SCC) PACE Organizations to provide a safe and productive environment that is conducive to the effective and efficient delivery of PACE (Program of All-Inclusive Care for the Elderly) services.

PACE locations include:
North Carolina, Michigan, Colorado and Kentucky

Essentials:
    • Develop and implement start up plans for new PACE Organizations, working closely with the SVP Healthcare including RFP development and submission; letters of intent development and submission; leadership and organizational development; staffing planning; provider contracting and site preparation.
    • Is responsible for implementation of relevant PACE product line strategic plans.
    • Develops and implements effective operational financial plans and practices. Monitors PACE Organizational performance to support achievement of organizational objectives and goals related to stewardship, growth, compliance, quality and workforce.
    • Oversees the financial accountability and fiduciary performance of the SCC PACE Organizations. Develops the annual operating and capital budgets. Identifies improvement requirements for financial performance per budget and standards of practice for each SCC PACE Organization.
    • Facilitates consistent practices across SCC PACE Organizations considering unique state and local requirements while economizing on best practices.
    • Accountable for compliance and quality performance of SCC PACE Organizations including annual implementation of Compliance and Quality Plans and regular reporting. Oversees delivery of quality improvement requirements and corrective action plans for performance per standards of practice.
    • Collaborates with VOANS centralized functions of finance, human resources, information technology and legal/compliance to assure effective enterprise-wide success.
    • Coordinate external partnerships, vendor relationships and association contacts to support PACE Organizations operational and economic benefits.
    • Provides direct supervision and support Regional Executive Directors, Executive Directors, Sr. Director, PACE Development, Director of PACE Health Plan Operations, and other management staff.
    • Provide on-site PACE Organization Management during limited periods of leadership transitions
    • Support community outreach efforts to meet growth and enrollment goals.
    • Establishes and maintains accountability for high customer service standards and monitors, evaluates, and responds to opportunities for improved participant and family/caregiver satisfaction.
    • Maintains the stability and reputation of SCC by ensuring all activities and operations are performed in compliance with local, State, and Federal laws, regulations, and contractual requirements.
    • Functions as an engaged member of the Senior CommUnity Care Executive Leadership Team. In coordination and partnership with other members of the leadership team, assists in the development and implementation of organizational and strategic initiatives.
    • Assists with and support high employee engagement including an excellent onboarding experience, new employee orientation, performance management, and ongoing training and education of all staff.
    • Follows all organizational policies and procedures and CDC and Occupational Safety and Health Administration (OSHA) safety guidelines.
    • Protects privacy and maintains confidentiality of all company procedures, results and information about employees, participants and families.
    • Participates in continuing education and any required staff and training meetings. Maintains professional affiliations and any required certifications.
    • Performs other duties as required or requested.
      Organization:

      The Regional Vice President of PACE Operations should develop an organizational plan that clearly assigns responsibilities for the services provided to functional departments and to accountable individuals. The Regional Vice President of PACE Operations should develop, recommend and implement a plan for continuity that ensures ongoing safety of participants, quality of services provided, fiscal responsibility and stability of the community. This plan should include organizational performance standards and metrics that are stated in terms of continuous improvement targets, opportunities for internal and external development and a system for evaluating the performance levels and outcomes.

      Planning:

      Develops, implements and continuously update business and operational plans for each of the assigned PACE Organization based on:
      • The VOANS strategic plan
      • The needs of the community being served
      • An evaluation of trends, legislative activity and regulations in the state of operation
      • The demographics and characteristics of the population served, utilization and costs of services and financial trends and performance of the PACE Organization.
      • The federal and state regulatory environment
      • Workforce issues impacting the quality of care provided and the financial performance of the PACE Organization
      • Available technology that will enhance the resident experience and improve the efficiency and effectiveness of the staff
      Operations Management:

      The Regional Vice President of PACE Operations is responsible for the overall performance of the assigned PACE Organizations including financial performance and sustainability. This fiscal responsibility requires a commitment to provide positive outcomes for participants in a financially sustainable way.

      Leadership:

      The Regional Vice President of PACE Operations should demonstrate a strong proficiency in the ability to manage in a dynamic industry and environment. This requires a commitment to solid communication skills, thinking proactively rather than reactively, networking with diversified community and professional representatives, serving in advisory and board positions and being active in health-related service organizations. Maintains relationships with healthcare providers in the assigned region and stays apprised of federal and state legislative and regulatory activity affecting operational efficiency and effectiveness.

      Required Qualifications:
      • Must have a valid driver's license, proof of insurance and have means of transportation
      • Bachelor's Degree from an accredited school in accounting or finance.
      • A minimum of five (5) years of demonstrated success in PACE financial management.
      • Comprehensive knowledge of PACE regulations, PACE development, quality improvement, financing, cost containment, and project management.
      • Comprehensive knowledge about the PACE model and philosophy of care
      • Demonstrated recent experience in enterprise-wide PACE projects that improved financial outcomes.
      • Ability and willingness to work flexible hours in various locations and environments.
      • Mastery in Office, including Outlook, Word, Excel and Smart Sheet
