SBA Regional Lending Manager

Job Purpose:

Oversees the management of a specialized lending department that is responsible for all loans associated with SBA including 7(a) loans and 504 loans. The department is responsible for all aspects of SBA lending and risk management. Develops and maintains relationships vital to mitigating risk through government guaranties, grants and alternative lending programs. Manages a team of SBA Loan Officers, SBA Portfolio Managers and/or Credit Analysts responsible for generating SBA loans.

Duties & Responsibilities:

  1. Responsible for the development and maintenance of an annual department strategic/goal plan including target markets, industries, expense control, and profitability. Reviews and approves budget on annual basis.
  2. Monitors credit quality and ensures compliance with all appropriate Bank / government policies and regulations governing banks. Oversees the completion of routine servicing actions and recommends transfers to Special Assets when appropriate.
  3. Directs staff levels and activities, training and performance evaluations including coordination of comprehensive training for SBA staff as well as product training for other personnel as needed.
  4. Oversees the review of loans and servicing actions for approval and presentation to DLC when needed.
  5. Oversees and administers the bid process for sale to the secondary market.
  6. Works with Credit Administration to develop and amend of SBA credit policies for Board approval.
  7. Reviews all documentation for accuracy and completion, in accordance with government regulations and procedures.
  8. Serves as contact officer between the Bank and the U.S. Small Business Administration.
  9. Coordinate with Marketing to produce loan sales material for sources internal and external to the department to utilize in developing / targeting new client relationships as well as servicing existing client relationships.
  10. Advises Special Assets in the servicing, liquidation and application for guaranty on applicable credits.
  11. Responsible for the development and recommendation of implementation of internal policies and procedures to ensure efficient operation and meet Board Directives.
  12. Responsible for the coordination of annual review of existing loan portfolio. Recommends and executes appropriate review methodologies based on risk to Bank.
  13. Oversee maintenance of timely and accurate management reports including loan pipeline.

Compliance
  • Comply with all bank policies and procedures and all applicable government regulations including, but not limited to SBA SOP 50 10, SOP 50 57 2, and other regulations, staying current and knowledgeable of all policies, procedures and regulations related to the job functions and completing all assigned training on time, requesting additional training as needed to be proficient in all job responsibilities; cooperating with internal and external auditors and bank examiners by providing full cooperation and timely delivery of requested documentation and information; and reporting concerns about compliance to the Compliance Officer to enable prompt remediation.
  • Comply with Bank policies and procedures relating to the Bank Secrecy Act (BSA), and Office of Foreign Asset Control (OFAC) guidance. Report suspicious activity to the BSA Department through a Suspicious Incident Report (SIR).
  • Adhere to privacy and information security policies, and ensure all sensitive internal and external customer information is properly secured and safeguarded. Use secure methods delivering client and/or confidential data by email.

Qualifications:
  • Bachelors’ degree (BS) in Finance or related field a college or university; and 3.5 experience in a Commercial Banking setting or the equivalent combination of education and experience.
  • Knowledge of related state and federal banking compliance regulations, Bank operational policies and procedures, and the Bank’s products and services.
  • 3-5 years’ experience in supervision and training for 5 or more employees using positive supervisory techniques to ensure maximum productivity; demonstrated ability in organization and delegation skills.
  • Intermediate to advanced skills in word processing, spreadsheet and specialty software programs.
  • Exceptional verbal, written and interpersonal communication skills with the ability to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, speak clearly to customers and employees.
  • Thorough understanding of management procedures; ability to plan department or Bank activities (setting objectives, developing strategies, budgeting, and developing policies and procedures); initiative to organize various functions necessary to accomplish department or Bank activities; effectively staff (selecting, training and developing employees); directing employees towards the desired objectives (delegating, motivating, resolving problems); controlling the function (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate).
  • Ability to deal with complex problems involving multiple facets and variables in non-standardized situations; ability to work with minimal or no supervision while performing duties.
