Primary Purpose:

The purpose of the Senior Case Manager position is to lead and supervise CWS Jersey City case management services including but not limited to maintaining up to date family self- sufficiency plans, developing strategies to overcome barriers to self-sufficiency and self-reliance for clients enrolled in Economic Empowerment programs, outreach and enrollment, and supervision of program area staff.The Senior Case Manager guides program growth and activities, oversees required reporting and tracking, and helps provide direction on direct client assistance as it relates to work readiness, placement and retention.This is a very hands-on employment opportunity and will require use of reliable transportation. Additionally, the position requires someone who is able to balance competing priorities, work independently and communicate effectively. The position reports to the Associate Director.

Essential Duties as Senior Case Manager:

  • Coordinates and manages all aspects of case management services provided to clients in the Refugee Social Services (RSS) Program and the Matching Grant (MG) Program by employment specialists, aides, program interns, and volunteers in the Jersey City office.
  • Supervises the work of a team of case aides, case assistants, and case managers. Leads in the selection of new staff members to work on the team, provides onboarding, training, and ongoing supervision.
  • Works with staff, employers, and key stakeholders in the local community to ensure that eligible clients reach the goals of self-sufficiency in a timely manner.
  • Promotes teamwork and collaboration, coordinating the workload of employment specialists and case aides and delegates responsibilities as necessary.
  • Communicates regularly with the Associate Director to address program and staffing needs.
  • Coordinates with social service agencies to support address barriers to clients accessing services. Develops new relationships when necessary to address ongoing client needs.
  • Develops tools for presentations to local service agencies and other community groups, to identify new partnerships that promote economic empowerment.
  • Addresses emergency situations as they arise and mediates conflicts as necessary.
  • Works with Associate Director to provide ongoing training to staff on program developments and service requirements.
  • Conducts regular reviews of client case files to ensure quality in service provision and fulfillment of documentation requirements.
  • Leads the team in performing all duties in a culturally and linguistically appropriate manner.
  • Responsible for collecting data and contributes to required monthly, quarterly, and annual reports to grant contractors.
  • Collects information for monitors, including scheduling visit activities and meetings with program stakeholders and clients.
  • Provides programmatic information for the development of grant applications and new programs. Ensures fulfillment of any current grant requirements, including submittal of work statements and renewal applications as necessary.
  • Writes, assembles, and submits well-developed but concise grant applications and proposal letters to potential funders.
  • Guides program efforts to include adherence to DEI standards and norms. Assists in additional staff trainings and meetings to promote equitable learning for all.
  • Represents CWS at local events, relaying tailored information to each audience and staying informed of cross-program needs and updates at the CWS local and global level.
  • Coordinates steadily with colleagues in Resettlement, Intensive Case Management, Children and Youth Programs, and Legal Immigration Services to collaboratively identify and resolve gaps in service delivery and increase program capacity.
  • Serves as program expert, providing training to all new CWS team members and program updates as requested.
  • Engages in professional working groups relevant to working with the refugee and immigrant population and as necessary to maintain professional knowledge. This includes maintaining contact with the State Refugee Coordinator, contracted partners, and attending required meetings to provide program updates.
Common Duties:
  • Effectively coordinates and works in tandem with other service providers to assist refugee clients, avoid duplication of services, and maximize efficiency.
  • Effectively uses technology to maximizes efficiency and quality of work during intake, needs assessments, and data entry.
  • Advocates for equal access to services for refugees and immigrants.
  • Keeps informed about refugee and immigrant issues and available services to clients, using current information to better identify and serve refugee and immigrant clients.
  • Attends weekly meetings with supervisor and other agency staff.
  • Undertakes other duties as assigned.


Qualifications:

Education:

Bachelor’s degree, and 2 years of experience in refugee resettlement, preferred but not required.

Experience/Background:

Work experience and interest in refugee resettlement or other direct social services. Previous management and supervisory experience a plus. Ability to provide culturally sensitive support is required. Candidates from refugee groups are strongly preferred.

Other Skills:

English fluency is required. Fluency in a primary refugee language such as Spanish, Somali, Arabic, Dari, Pashto, Tigrinya, Swahili, and/or Kinyarwanda is preferred along with superior written and verbal communication skills. The successful candidate must be computer literate, with proficiency in MS Office (Excel, Word and Access) and internet applications. Strong organizational and time management skills are required. Must be able to maintain a flexible schedule during weekdays to accommodate both early and later evening appointments as necessary, as well as occasional weekend work events as well. Must be comfortable visiting clients in their homes and in the community.

General: Able to work creatively and independently, maintain client confidentiality, and work collaboratively with community partners. Above average decision and problem-solving skills, high moral character, and impeccable judgment absolutely necessary.

Communication:Able to communicate thoroughly and with self-confidence a broad range of information. Able to speak publicly with local providers to advocate for equal access to services on behalf of refugee clients.
