What You Will Contribute:

This position is responsible for delivering and managing RF propagation studies, cellular coverage analysis, and field evaluations analysis for AMI solutions, pro-active data analysis of current cellular customers, development of web maps for sales and marketing, and validation of new products and product updates for radio endpoints through the development of processes, programs, and procedures that utilize GIS (Geographic Information Systems). Additionally, this position is responsible for determining and applying the correct RF propagation models, updating EDX parameters for new products, fine tuning models based on actual results, and working with cellular providers to determine coverage. This position will be responsible for managing the internal coverage analysis team, as well as contractors and consultants as needed.

Major Job Duties/Accountability:

• Utilize ARCView and Google Earth Pro in support of EDX Wireless for performing propagation studies and interpreting results.
• Works with sales, distributors, bids/contracts in the development of RF propagation and cellular analysis studies for AMI solutions

• Using Python, Jupiter notebooks, or spatial analysis techniques, automate repetitive tasks within the cellular coverage analysis and field evaluation analysis processes
• Pro-actively identify and evaluate cellular endpoint issues
• Provide expertise and guidance in development of web maps for visualizing market penetration of cellular endpoints and market opportunity for new customers of cellular endpoints
• Lead validation efforts for new cellular products
• Provide technical expertise in GIS automation, spatial analysis, and modeling and coach and mentor team to foster an enhanced learning environment
• Creatively use GIS to solve problems and provide information to Badger Meter colleagues that benefit their work
• Works with sales, marketing and bids/contracts in the development of bids/quotes for turn-key opportunities
• Reviews customer requirements and BMI product and service compatibility for AMI/AMR opportunities
• Support pilot/trial implementations as required
• Support installation planning for managed solutions
• Participate in customer presentations and meetings as required

Provide analysis for installed AMI systems:

• Obtain data from software platform for endpoint communications
• Plot results
• Formulate recommendations for AMI network improvements
• Provide performance feedback to engineering

Provide Cross Functional Support:

• Supports ongoing product development by recommending changes to product hardware and software
• Assist in engineering tests or evaluations of new system components when part of an infrastructure implementation
• Works in conjunction with the Manger, Field Support, Technical Support, Engineering, Product Marketing, Sales and other internal departments in resolving product performance issues or troubleshooting installed products and determine potential solutions
• Provide support to the Marketing Department relative to beta sites and product support issues for pre-released products when part of an infrastructure implementation
• Communicates all suggested and/or required literature, procedure, and policy updates to the Manger, Field Support to assure the highest level of project management success
• Interfaces regularly with Sales, Marketing, Operations, Quality, Accounting and Customer Service to develop optimum and approved resolutions to open issues

Management:

• Lead project management including project scoping, budget tracking, technical management and stakeholder meeting facilitation for complex, multi-disciplinary GIS projects
• Prepare AMI network solution project plans and schedules, including coordinating resources, tasks and work assignments
• Responsible for staffing plan, recruitment, development, mentoring, and retention of resources for the department
• Responsible for the development, reporting and managing to departmental metrics, including ensuring expeditious completions of cellular coverage analyses and field evaluations that meet customer expectations
• Provide leadership in decision-making and problem-solving to ensure successful delivery of AMI network solutions
• Responsible for development and maintenance of departmental procedures, as well as collaborating cross-functionally to improve processes that directly involve the delivery of AMI network solutions
• Define and communicate market and customer requirements through interactions with customers, Sales, Technical Support, Customer Care and Product Marketing team
• Responsible for department budget and managing expenses
• Other tasks as assigned

Qualifications:

• 5+ years of experience
• Bachelor's degree in GIS, RF Engineering, Computer Science, Project Management from a four year college or related field
• Extensive knowledge of ESRI software (ArcGIS Pro, Model Builder, Spatial Analyst, Network Analyst, ArcGIS Online, Story Maps)
• Has advanced knowledge of Site Layout/Propagation study procedures and results
• Supervisory experience preferred
• Strong project management skills, including the ability to track complex activities and timelines and work under minimal supervision
• Demonstrated ability to work confidently with a wide range of internal and external audiences
• Ability to translate technical information for non-technical audiences, specifically GIS
• Experience with spatial analysis and data visualization using ArcGIS Pro
• Experience customizing ArcGIS using Python and/or Jupiter notebooks
• Knowledge of and ability to utilize GIS resources available to GIS professionals
• Strong organization skills, including file documentation and system maintenance
• Strong analytical and interpretation skills
• Open-minded and intellectually curious
