Description
The State of Nebraska, Department of Health and Human Services is seeking an SOS Temporary Child Care and Development Fund Program Specialist for the Division of Children and Family Services. This position will research rules, regulations, and requirements of the federal Child Care and Development Fund (CCDF), Coronavirus Response and Relief Supplemental Act (CRRSA), and American Rescue Plan Act (ARP) relief funds.

Examples of Work
sub awards• Research rules, regulations, and requirements of the federal Child Care and Development Fund (CCDF), Coronavirus Response and Relief Supplemental Act (CRRSA), and American Rescue Plan Act (ARP) relief funds.
• Assist in the development of process guides and tools.
• Assist in the development of communication to the general public.
• Provide support and guidance to staff and interested stakeholders regarding the rules, regulations, processes, and information related to CCDF CRRSA and APRA funds and opportunities.
• Review ARPA stabilization grants from applicants/providers and work with application vendor.
• Monitor CCDF CRRSA and ARPA subawards.
Qualifications / Requirements
Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, and evaluating program functions.

Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for-year basis.

Preferred Requirements:

Child Care Subsidy program knowledge.
Knowledge, Skills and Abilities
• Knowledge of ,grants management development including program design, monitoring, and evaluation
• Experience and comfort navigating electronic record systems for document management and accounting.
• Strong analytical and writing skills.
• Strong interpersonal communication skills.
• Intermediate Microsoft Excel knowledge.
