REPORTS TO: Manager Scheduling

SUPERVISES: Assigned Planning / Scheduling Personnel

DUTIES / RESPONSIBILITIES:

  • Maintains consistent Production Control process and procedures with Mobile counterparts and department policy
  • Responsible for providing day to day direction and supervision of assigned personnel.
  • Uses functional design and key plans and contract documents to create:
    • Repair and construction WBS
    • Repair work item inter-relationships
    • Production and subcontractor manning requirements
  • Leads efforts to develop repair work item sequencing with particular care given to inter-relationships of work items and Open & Inspect / report activities
  • Responsible for building Integrated Production Schedule (IPS) compliant with NAVSEA Std Items 009-60 or 009-111 including all required reporting output.
  • Determines Installation Repair / Construction Stage for major equipment, and removal repair and reinstallation.
  • Establish sequencing, usage phase and build location for structural components based on facility capacity and build strategy.
  • Builds Work packages to include, but not limited to:
    • Establishing steps and budgets for tasks
    • Electronically assigning material to work packages
    • Assembling applicable drawings
    • Submitting documents to Document Control for issue
  • Incorporate authorized deck plate approved changes into the IPS as they are approved.
  • Integrates and de-conflicts all schedule needs of other government contracted activities including AIT's, FM & PM including Austal subcontractors.
  • Populates planning database with work scope items and attributes about those items (i.e. location, budget, drawing information, product types, etc.).
  • Utilizes Basic Primavera user abilities to open project, set up layout and filter such that Critical Path can be reviewed along with logical sequence of work packages.
  • Assists in determining external change CFR / RCC impact during preliminary negotiations and implement external change into IMS after award.
  • Develops and maintains tracking mechanisms for engineering deliverables.
  • Defines activities, budgets and schedules logic in accordance with established EVMS guidelines.
  • Based upon work content, reviews budget distribution across a ship.
  • Collects, reviews and implements lessons learned from work packages and meetings
  • Creates Field Change Requests for future ship change incorporation.
  • Participates and provides critical support during all government schedule reviews for repair activities including critical path impacts, controlling path and manning needs.
  • Incorporates internal change into work packages and schedule.
  • Reviews drawings and specifications for producability and completeness of content and identifies inconsistencies or errors via CFR requesting government correction and RCC.
  • Assists trades and schedulers with baseline changes to transfer work scope to and from a subcontractor.
  • Provides internal department training for planners / schedulers.
  • Provide weekly baseline and active plan schedules to Financial Analysis for internal reporting

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • High School Diploma or GED required, Bachelor's degree in Business, Engineering, Industrial Engineering, Construction, or Materials Management (or related) preferred.
  • Comprehensive knowledge in large ship construction and trade work scope required.
  • Minimum six (6) years' ship building experience to include at least five (5) years' ship building planning experience required.
  • Proficient with Excel, Word and PowerPoint required.
  • Basic Primavera (or similar scheduling software) operation skills required.
  • Ability to extract information from AutoCad, ShipConstructor, Navisworks or other modeling tools required.
  • Ability to read and comprehend drawing, specification, NSI requirements.
  • Proficient in Earned Value Management System (EVMS) and performance measurement techniques required.
  • Ability to use the Earned Value toolset to determine schedule and cost drivers required.
  • Ability and willingness to supervise a team of subordinates required.
  • Effective communication and presentation skills for leadership, customer, peer and team member meetings required.
  • Experience with Government contracts preferred.
  • Experience with Lean Manufacturing preferred.

  • The ability to obtain and maintain a DoD clearance may be required if deemed
necessary in the scope of your position responsibilities.
  • Ability to acquire and maintain US Navy Base DBIDs access card
  • 18 years or older at time of application
  • Able to provide proof of US Person status (permanent resident or citizen)
  • No felony convictions within seven years from disposition date
  • Willing to submit to a drug screen

DIRECTION EXERCISED: Full discretionary authority to assign work and responsible for direct supervision of other Planners & Schedulers.

DISCRETION EXERCISED: Must be able to train and mentor Junior members of the Department.

LIASES WITH: Engineering, Operations, Supply Chain, Production, and Project departments, prime contractors, and the customer as requested by the company.
