AUTHORITIES / RESPONSIBILITIES:

  • Responsible for diverse responsibilities including Supply Chain major equipment subcontract management, sourcing and selection and Subcontract regulatory compliance.
  • Leads the critical Government and non-government programs, ensuring the integrity of the acquisition process and compliance with company policies and procedures and Federal Acquisition Regulations
  • Demonstrate a broad skill set that is balanced across interpersonal, business, and tool-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment.
  • Reviews and represents the company in negotiating contracts with major suppliers. Reviews and negotiates any changes to standard agreement templates.
  • Responsible for the design, planning, coordination and implementation of the relevant policies, processes, and initiatives across all purchasing functions for compliance related requirements
  • Acts as subject matter expert and provides consultation and guidance to supply chain managers and employees.
  • Reviews and provides feedback on documents such as Request for Proposals, Purchase Orders, Subcontracts, etc. Significant oversight on Major Subcontracts terms, conditions and legal commitments.
  • Oversees the development of the best practice processes in support of the procurement compliance infrastructure, including the enhancement of purchasing policies, operating procedures, and relevant forms and templates•
  • Develops and manages tracking systems for compliance related issues and prepares reports on the status of investigations, findings, and remedial measures as required.
  • Collaborates with the Legal and Audit Departments
  • Liaises with various government agencies (predominately DCAA, DCMA and SUPSHIP) as well as external audit agencies and other financial consulting organizations.
  • Prepares responses to DCAA or other government agency audit requests and reports as well as maintains internal management review & reporting.
  • Participates in the formulation, development, implementation, and revision of AUSA Supplier Terms & Conditions

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
  • Bachelor's degree in Science, Legal, Business Administration or related field.
  • Masters or JD degree preferred.
  • 10+ years audit, supply chain management, manufacturing/corporate accounting, compliance, or legal related experience required.
  • Familiarity and experience with the Uniform Commercial Code and Federal Government procurement laws and regulations, specifically FAR and DFARS
  • Experience with government compliance issues required, especially with DCAA/DCMA/SUPSHIP
  • Strong contract management experience, including ability to review, interpret and modify written cont. Ability to gather, analyze and evaluate facts and to prepare concise oral and written reports.
  • Microsoft Office experience is required with proficiency in Excel.
  • Ability to work with limited direction in a fast-paced environment.
  • Excellent oral and written communication skills
  • Demonstrates ability to multitask and to work collaboratively with other functional groups Strong analytical, written/verbal communication, interpersonal, and relationship building skills.
  • Experience leading, coaching and developing staff.
  • ERP/MRP: IFS preferred; others like BAAN, SAP, JD Edwards and Oracle are acceptable.

DIRECTION EXERCISED: Provides direction to various employees and departments with regard to adherence to state and federal regulations.

DISCRETION EXERCISED: Ability to work independently and exercise sound judgment. Exercises a wide degree of latitude and creativity when analyzing issues and suggesting solutions. Relies on extensive experience and judgment to plan and accomplish goals.

LIAISES WITH: Employees and management at all levels across the entire organization as well as vendors, contractors, and consultants.

PHYSICAL REQUIREMENTS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to tour all vessels and work sites.

While performing the duties of this job, the employee is regularly required to sit, stand and walk.

Specific physical requirements include the following:

Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards. Ability to withstand cold and hot temperatures. Able to respond to verbal and audible sounds/commands. Able to utilize adequate visual skills.

WORK ENVIRONMENT

While performing the duties of this job, the employee is occasionally exposed to humid conditions, bright flashing lights, moving mechanical parts, outside weather conditions, and extreme heat. The employee is occasionally exposed to fumes and/or airborne particles at or below the PEL, toxic or caustic chemicals, and heat and cold. The noise level in portions the work environment is usually very loud, + 90 dB.
