Education: Required: Four (4) year bachelor's degree from an accredited university, preferably in one of the following areas: psychology, social work, counseling, sociology, or related field of study.

Preferred: Graduate degree from accredited university in related fields.

Experience: Required: 2 years of case management experience working with foster care population, crisis intervention, and providing direct services to at risk youth. 1 year experience working with workforce services, resume services, and skills training.

Summary: The TWC Advocate is responsible for using sound professional
judgement and best practices to ensure quality services are provided to
the service population especially in crises situations while maintaining compliance with established state and federal standards.

Essential Functions:
1. Complete client assessments to identify clients needs and coordinating services.
2. Provide One-on-One case management services and life skills training to clients.
3. Collaborate with TWC case manager and PAL TFSS Transition Specialists to complete youth's case management goals.
4. Develop and maintain working collaborations with the local workforce board, one-stop centers, area youth servicing agencies, and employer partners.
5. Coordinate referrals, service planning and documentation of services for assigned caseload.
6. Assist clients with job readiness actions such as assistance with resume writing, interviewing skills and job leads.
7. Research, identify, and solicit employment leads and commitments from possible employers in the community.
8. Monitor and analyze contract requirements, special provisions, terms and conditions to ensures compliance with appropriate state and contract obligations.
9. Identify training needs and service gaps to ensure client outcomes and program goals are met.
10. Provide One-on-One career coaching
11. Develop training partnerships between local businesses and local providers to provide workforce training for clients.
12. Assist clients in completing career assessments to identify strengths and weaknesses to maximize job performance.
13. Complete post placement and follow up activities such as job coaching, assisting with job retention, and addressing other opportunities to pursue success.
14. Assist clients with enrollment in GED, High school or credit recovery program. Also assist with enrollment in a 2 or 4 college or universities.
15. Develop and maintain working collaborations with colleges and universities to foster youth enrollment.
16. Report any suspected abuse or neglect to the program director and all appropriate state and county enforcement agencies.
17. Attend and participate in: staff meetings, in-service trainings and PAL events.
18. Frequently travel within region to provide services to youth.
19. Meet all deadlines required by program supervisor and state/federal partners.

Measurable Deliverables:
1. Meet all federal and state regulatory guidelines and standards that are applicable to this position.
2. Ensure that program outcomes and tracked and achieved each quarter.
3. Ensure and maintain caseload in accordance with agency policies & procedures, licensing, and contract standards.
4. Review cases with assigned team and ensure quality service provision.
5. Participate in workshops, seminars, education programs and activities that promote professional growth and development.
6. Participate in case staffing with program director.
7. Ensure client records in accordance with agency policies and procedures and applicable licensing and contract standards.
8. Compile, prepare, submit and maintain accurate records, files, forms and additional information in accordance with agency policies, licensing and/or contract requirements.
9. Work evenings, weekends and holidays as needed or requested by program director.
10. Implement BCFS safety protocols including evacuating with children and other staff in case of an emergency.
11. Maintain confidentiality in all areas of the service population and program operations.

12. Maintain BCFS HHS professional and ethical standards of conduct outlined in the BCFS employee handbook including demonstrating respect for agency staff, the service population, and community members and complying with the required dress code at all times.

Credentials, Skills and Abilities:
1. Maintain current licenses and certificates required for the position including but not limited to:
• First Aid • CPR • Other _________________________________________
2. Pass a pre-employment drug screen and random drug screens and maintain emotional control and professional composure at all times.
3. Provide proof or work eligibility status upon request.
4. Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years)
5. Demonstrate the ability to:
a. Respond sensitively and competently to the service population's cultural and socio-economic characteristics.
b. Communicate effectively in writing and verbally in English.
c. Work in a fast-paced environment.
d. Maintain computer literacy required to meet the responsibilities of the position.
e. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
f. Travel as needed.
g. Manage time effectively and efficiently.
6. Demonstrate a working knowledge of all Community Services Division policies and procedures.
7. Bilingual preferred (Spanish)
