Primary Purpose:

The Manager of Program Finance will monitor accounting and compliance staff and collaborate closely with program, local office, finance, and other staff to ensure compliance with CWS grant management process and policies, generally accepted accounting principles, and other legal and organizational requirements. The position will participate in continuous improvement and support best practices in grants processes, post-aware financial monitoring, budget reporting, and compliance. The position will be responsible for preparing and maintaining financial grant reports and analysis for CWS internal and external offices.

Essential Duties:



Grant Budgeting and Grant Management

  • Work proactively and collaboratively with staff engaged in the grant process to actively manage grant portfolios.
  • Actively participate in grant proposals, planning, post-award, budgeting, compliance, and related functions.
  • Understand grant budgeting guidelines and processes, including the budget submission and reporting requirements of grant funders.
  • Ensure grant budgets are in line with funders and CWS guidelines and policies.
  • Enable grant budget data to be efficiently and effectively translated to funder-specific reporting formats.
  • Build and maintain grant budget templates and/or other templates as needed using Excel and other appropriate software.
  • Ensure grant proposal pipelines can be adequately supported and grant reporting deadlines are met by coordinating with other staff involved in the grant process.
Financial Monitoring and Coordination
  • Develop an in-depth understanding of CWS programs, particularly funding requirements, and restrictions.
  • Develop tools to evaluate, monitor, and report on program expenditure and budget variances as they relate to grants.
  • Monitor and proactively ensure that staff responsible for grants are aware of deadlines for submitting funding requests, reports, and audits.
  • Support timely dissemination of internal and external grant reports by developing program and aggregate monthly, quarterly, and annual reports.
  • Work with grant staff to support the development and maintenance of metrics and key performance indicators.
  • Coordinate, and provide analysis to grant teams for the annual budget and forecast process.
  • Support the annual organizational audit and periodic audits and monitoring of various grants.
  • Performs other duties as assigned.
Payroll Allocation, Time Card Compliance and Analysis
  • Oversee the allocation of payroll hours which includes applying costs and hours to locations, cost centers, grants and funders as applicable.
  • Proactively run reports comparing line items in monthly Financial Status Reports (FSR’s) and assessing variances between budget and actual amounts.
  • Ensure time cards are updated and maintained accurately in accordance withCWS grant management process and policies.




Qualifications:

Education:

  • Bachelor’s degree or equivalent experience.



Experience:
  • Five or more years of experience in accounting or finance, preferably in an NGO, foundation, or USG with heavy concentration on budgeting, accounting, financial management, grant submissions and post-aware monitoring and reporting.
  • Solid background and understanding of accounting/financial management principles.
  • Excellent critical thinking and project management skills.
  • Good interpersonal and communication skills.
  • Ability to understand and interpret financial reports, analyze financial data for monitoring adherence to CWS and funder-specified guidelines.
  • Flexibility, patience, and the ability to work productively in a team environment and independently.
  • Excellent computer skills, preferably Microsoft Office® (Word, Excel, and Outlook in particular).
  • Intermediate to advanced skills with Business Intelligence Systems, Data Analytics, or Financial Planning and Analysis Systems and their implementations.
  • Demonstrated experience in standard accounting software.
  • Attentiveness to detail and accuracy in budgeting, accounting, reporting, and writing.
  • Ability to act with sensitivity and discretion while working with highly confidential information.
  • Experience in managing people.
