Summary

This journey-level position performs operations, technical and maintenance tasks in water treatment, water distribution, wastewater treatment and wastewater collections.  It performs more technical duties such as performing lab tests, analyzing results and introducing chemicals into the system.



Primary Duties and Responsibilities

  • Operates and maintains water treatment, water distribution, wastewater treatment and wastewater collection equipment; monitor compliance with State health regulations and Environmental Quality Agency regulations and implement corrective water treatment/wastewater treatment procedures.
  • Analyzes treated water samples for turbidity, pH level, TPH, and chlorine residual tests.
  • Monitors contaminate levels to ensure compliance with regulatory requirements.
  • Adjusts chemical dosages on analysis.
  • Collects samples, performs and analyzes tests, records and correlates data, using ovens, pH meters, dissolved oxygen meters, vacuum pumps, centrifuge, amp probes, tetrameters, microscopes, turbidity meters, spectrometers, and a distiller to determine the amount of suspended solids in the effluent water adjust operations accordingly and introduce chemicals into systems as necessary.
  • Periodically collects and forwards samples to the Department of Environmental Quality as required.
  • Monitors, maintains and repairs gravity and force main sewage collection systems including lines, cleanouts, manholes and interceptors, sewage lift stations, wells, pumps (submersible, ejector, centrifugal, diaphragm, positive displacement and suction), control panels, alarm systems, mains, valves, and ventilation systems, surge tanks, aeration tanks, pressure relief boxes, filter rooms, chlorine contact tanks, export stations and decant tanks.
  • Operates zero discharge industrial wastewater treatment, including cleaning and re-blending system, monitoring the domestic potable water supply and treatment for subsequent irrigation.
  • Monitors, maintains and repairs the potable water supply system including pumps, motors, compressors, tanks gauges and controls and sample water according to State, Federal and local government regulations.
  • Uses a wide variety of hand and power tools and test equipment to perform preventative maintenance and diagnose and repair malfunctions, including computers, computer programs, two-way radios, wrenches, drills, saws, power washers, grinders and sanders, compressors, portable generators, vacuum trucks, four wheel drive vehicles, loaders, backhoes, snow plows and snow blowers.
  • Performs preventative maintenance and repairs on water systems by inspecting distribution systems and maintaining pumps, valves, motors, air lines, and related machinery; rebuild motors, pumps and pipelines as necessary; clear debris; flush sand traps; maintain access roads within water/wastewater systems.
  • Assists in overseeing the management, collection, treatment and distribution of water resources
  • Gathers information including reservoir levels, water released and diverted, snow depth information and system activities; develop reports, cost estimates and projections related to water/wastewater collection, treatment, and distribution.
  • Maintains working knowledge of OSHA rules and regulations and workplace safety procedures related to water and/or wastewater plant operations, including but not limited to confined space entry, lock-out/tag-out, respiratory protection, blood borne pathogens, and hazardous waste handling, storage and disposal. Maintain the emergency power supply to ensure water and sewage processing during power failures as required; monitor and test the alarm and dial out systems for proper operation.
  • Prepares purchase orders to maintain adequate supplies; monitor budget accounts related to wastewater and water systems, maintain preventative maintenance schedules.
  • Maintains required documentation related to hazardous materials.
  • Performs other duties as assigned.




Minimum Requirements

  • High school diploma or equivalent required.
  • Grade 2 Wastewater Operator; Grade 2 Wastewater Treatment Operator, Grade 2 Collections System, and Grade 2 Water Distribution certification(s) required.
  • Vocational education course work and experience in water treatment, water distribution, wastewater treatment and/or wastewater collection plant operation and maintenance.
  • Working knowledge of: principles and techniques of operating and maintaining a reservoir water system including reservoir management and intake structures, coagulation, and flocculation, sedimentation, filtration, disinfections, corrosion control, taste and odor control, plant operation, safety and laboratory procedures; principles and practices of surveying water sources and surface storage for capacity and potential contamination, and operation of water distribution systems, including storage facilities, distribution system facilities, distribution system operation and maintenance, disinfections, and safety; computer logging and graphing methods related to water treatment and distribution; Federal and State rules and regulations regarding water quality treatment and reporting requirements; transportation of fuel using a tanker truck; practices, materials, tools and equipment used in sewage plant operation and maintenance; physical, biological, and chemical aspects of wastewater treatment.
  • Ability to read and comprehend administrative policy, regulatory laws and procedures, safety and equipment publications, blueprints and schematic drawings; collect field data and prepare maintenance logs; enter and retrieve data using a computer; perform heavy physical labor; use hand tools and equipment used in maintaining roads, pipelines, culverts, valves, pumps and meters; read and understand water flow meters and gauges; communicate effectively orally and in writing; provide first-line supervision to lower level employees and inmates.
  • Ability to work with computers and the necessary software typically used by the department.
